French e-invoicing: essential answers
When does e-invoicing become mandatory in France?
From September 1, 2026, all VAT-registered businesses established in France must receive e-invoices. Large and mid-sized companies must also issue them. SMEs and micro-businesses must issue them from September 1, 2027.
Is an emailed PDF an electronic invoice?
No. Under the French reform, an e-invoice contains structured data and travels through an Approved Platform. A regular PDF attachment is not enough.
What is an Approved Platform?
It is an operator registered by the French tax authority. It sends and receives e-invoices and reports the required invoice, transaction and payment data.

Which e-invoice formats are supported by the reform?
The core formats are UBL, CII and Factur-X. UBL and CII are structured formats; Factur-X combines a readable PDF with structured XML data.
What is the difference between e-invoicing and e-reporting?
E-invoicing mainly covers domestic B2B invoices between French VAT-registered businesses. E-reporting covers relevant data for other transactions, including some B2C or international flows and certain payment data.
